Only required lighting, not extraneous lighting. It's been that way for a long time now, I'm thinking '06 maybe.

They can't ticket you for extra lighting. If they do fight it cuz only default lights need to work.

That was my understand as well. But I have to wonder sometimes. With the way the DOT seems to nitpick.

as fortycalglock said, only required lighting is required to work, that is part of the pretrip. again this old myth belongs right up there with white sheets on the bunk

so heres the regulation in the green book covering required lighting,
its in part 393- parts and accessories necessary for safe operation
subpart B lamps, reflective devices and electrical wiring
393.9 a) all lamps required by this subpart shall be capable of being operated at all times. this paragraph shall not be construed to require that any auxillary or additional lamp be capable of being operated at all times.
that's the exact wording in the "green book" -
