is it required to have a headache rack or bulkhead?

Don't quote me been out of flatbed for a bit but if to be legal you need 6 chains going by weight you now need 7 and the extra one needs to be near the front of load.

I was stopped in OR during the Blitz, he gave me a warning for not having the front pallets with an extra strap. due to the lack of headache rack. he was on the US 97 North Bound side after Chemult, OR.
I had 23 on the entire load was a bit tired tarping and forgot to throw the front extra like usual. It happens to the best of us.
On a side note, as he was telling me the error of my ways. a Refer truck over weight on all axles went over the scale and he didnt stop him. i was mumbling under my breathe. -
Neither is required anymore, but there are some shippers who will refuse to load without one. The outfit I'm with did away with the bulkheads for a while and some drivers, including me, weren't to happy. Now with the new racks on the trucks there's plenty of storage.
