Being on call is not on duty. However if they have you come in after your 14 hours are up (and that's consecutive hours, not cumulative) then you may not drive, and you must take at least ten hours off duty before driving again.

It has to be on duty. I am not free to do as I please....therefore I am on duty. I need to see a ruling on this so I can know for sure. I know I could very easily be wrong, but I need proof either way.

I used to do the same thing, home medical, being on call, had my class c with hazmat, it must be legal because every single home medical company has an on call rotation. Either that or not a single driver has ever complained or tried to fight and won

TOO much wrong information.
To the Original Poster, this is how it works for jobs like yours.
You can drive up to 11 hours like people who log.
You can work up to 14 hours including your drive time just like if you were logging.
BUT you can't work beyond that 14 hours and have to have 10 hours off to reset to drive another 11 or work another 14.
The reason that you don't log is because imagine the logs if you have 30 stops in all different locations so the US DOT (ICC) at the time decided local work isn't the same as regional or over the road.
Your company can complain and bi*tch about it but every state is the same and the FMCSA regs have something about it in them.
You being on call means nothing, you reacting to that call means that it has to be within the 11 hours after your 10 hours off.
AND for those who don't think that’s right, talk to a lawyer who specialises in transportation labor. I did just that because I had issues with a customer and my employer was backing me.Dominick253 Thanks this. -
