Usually Leo has you sign something other than the ticket. Most tickets are worth fighting, but pay it and in a few weeks you'll be able to post whether you got csa points or not

Agreed. Some of the ACHEW States (sneeze and you are in violation of SOMETHING; believe it or not it used to be against CA State Law for us to smoke in our trucks when driving because it was a violation of their Clean Air Act and our truck was considered a "workplace" and smoking in a "workplace" was forbidden.) call a parking ticket a moving violation and report it and sometimes they call a lane change violation a non-reportable citation. You just never know until you check what they did after it's all said and done, then if you disagree you go through the lengthy (but worth it) process of challenging for correction.

Sux, but until we get a straight out National Standard that's the way it will be.

No disrespect intended but this part here defies logic:

While it is true that California has a law that bans smoking in vehicles under certain circumstances, it applies the same way to trucks and truckers as it would to any driver of any vehicle. California Health & Safety code section §118947 bans the smoking of any cigarette, pipe, or cigar in a moving or parked vehicle while a youth younger than the age of 18 is present. Clearly, this is not related to anything exclusively truck nor is it "workplace related"

But there is a "standard"... And not only is it mandated on the state level, it is a standard that is enforced by the federal government.

    Subpart D—Driver Disqualifications and Penalties

    383.51 Disqualification Of Drivers

383.51 Disqualification of drivers determined to constitute an imminent hazard.

    383.53 Penalties
