If you just stick them on without cleaning a spot for them, the rain will take them right off in no time at all. I've only used the plastic covers once, they seemed to work pretty good. Just a pain.
Is this in any way illegal?

Looks fine to me. I’ve run with a lot worse when necessary.

I am betting they are going to blow off ..... any tape has to be outside the white border ... if you wipe the trailer dry and clean stickers should stick if you put them on a damp or dirty trailer they will fly off ... I like the plastic covers for stickers in the holders. ...... I save my old stickers and cut the numbers out to stick on generic placards for emergency ............ picked up empty totes once at 4 different locations 14 different placards was raining snow drizzle mess of a day .....looked like I was hauling the love canal in reality didn't have anything. ..

Really?
The only time DOT pulled me over while driving was when I was running with hazmat placards.
He decided a roadside inspection was in order.
His bad luck though.
He was stung by a bee just as he was starting the inspection and started feeling ill. I was cut loose. -
Yea my placard collection is deep lol.PermanentTourist Thanks this.

I'd run that, but I'd probably use clear tape around the edges in addition to the spring clips.PermanentTourist Thanks this.

I use spray adhesive from auto parts store. Wipe surface dry as i can, spray on surface, either trailer or back of placards. May have to use a putty knife to get them off. Not to bad though. Depends how long they are on, and how cold it is. If i unload a container trailer, i will get it away from delivery plant or ask about rules for open flame. Spray starting fluid on old placard, light it up, let it flame out. Warms it up so scraping it off is easier. I understand tank trailer, fumes etc this method is not the way to go. Im talking box type rail cans. Not fussy about appearance on those.Lepton1, tscottme and PermanentTourist Thank this.
