If he is that sick and is is continuing to drive, than he is violating FMCSA regulations. And so is JB if they know is is sick and they are letting him drive.

Apparently you may be right. The old rule said on duty any time in or on a commercial vehicle other than in a sleeper berth. Since 2012 it now says: on duty except “ (4)(i) Time spent resting in or on a parked vehicle,“
