I was under the impression that the insurance companies give out endless certificates w/out cost. Mine does. Then (I think) they have another thing for when a company wants to be listed as a ".........", the word escapes me. They do that endlessly for free too. What ever's going on, they just take care of it. It's all free. If things aren't real smooth, I just have "their people talk to my people." Some insist on that anyway. It's all free. Hope that helps.
I have never had any insurance company charge me for sending out certificates. If yours is charging, I would be looking for a different company. With my present insurance company I can go on line and order them myself. I do it on their website and it is immediately faxed or emailed to the broker or shipper. Supplying certificates is part of the service that they charge in your premium. Person, I believe you are thinking about naming the broker or shipper an additional insured or certificate holder.
Progressive and some others charge $20 for a Certificate. Mine (GWC) doesn't charge a dime. I am seriously reconsidering a power-only program with either JB Hunt or someone similar...just thinking about it at the moment..
From flat to power only? Why would you even consider this? If it is just about abusing yourself then go all the way and lease onto CRE.
I think you are talking about being named on the policy vs. certificate holder. I know some will charge for this and most discourage it. Splits coverage between you and the company. Not sure how a company could stay in business if the charged for certificates.

The reason some brokers want to be named certificate holder is so that they will be notified should your insurance cancel.
Never had a broker ask to be named just certificate holder. Only ones, other than Fed EX, has been direct customers and all have been in AG industry. And isn't that the purpose of being named on the certificate?
Progressive must have changed this or it was your agent. Know several people with Progressive that are not being charged. GWC makes you jump through hoops on named insured. Must have a contract for them to review before they will allow. I know they do this as a way to look for for them but they have educated me on several items to watch for in contracts.
