    Not true... If you carrying over 1000gallons total in totes you have to have the endorsement. Why? Because a truckload of totes behaves like a tanker, you can feel the surge when you try to stop. Use the search link, a few different posts that show how the Tanker definition was changed a few years ago in the regs.
