I can back you up on that statement regarding CDL schools bringing in foreigners who have been here for less than a year even, having just "Graduated" from a mega recently myself. About 20% of the students week to week were African, mainly from Kenya and Nigeria. There is a bill being pushed through Congress now trying to lower OTR CDL age to 18 as well.

Far as the H1N1 visas, they are part of the reason my career stalled in IT, and now here I am full circle facing the exact same BS in a totally different industry. My opinion, it's not so much a shortage as it is to artificially deflate wage increases, which equal inflation, which would make the national debt unsustainable overnight if interest rates rose even a few percentage points, so tactics like this are being deployed across many industries in the name of the greater good, that's what economists and politicians tell themselves to sleep better at night anyways..
