    “Since oral fluid specimen collections are inherently observed collections, there is minimal opportunity for employees to subvert the test,” ATA stated in comments submitted to the proposal in 2022. “Thus, it is reasonable that the training for oral fluid specimen collections could adequately be completed in a virtual setting, using online videos or modules.”

    This right here tells you the subplot. ATA and it's sheep want to be able to train an employee to take samples. This will reduce costs significantly. Still have to mail it to a lab, however they will not be paying for collections. Nice that they also planted the thought of video training so they don't have the expense of sending someone for training.
    Right now the cost is doubled because companies have to test 50% instead of 25%.
    It's always about the money.

    Is it even legal for an employee of a motor carrier to act as a collector?

    I don't know if it is now, but is it part of the new rule? It seems the ATA is touting that.
