I'd check out the link right below your post. You will notice bridge law has Zero to do with kingpin to tandem length.
Now get out your fancy map book, no not that electronic thing. The paper thing. Read the section near the front on the subject it has a big fancy formula with tables and big things called numbers. You will notice that bridge law is federal and doesn't very state to state and doesn't involve the kingpin in any way.
I mean seriously think about what you are calling it. Why the heck would they care the distance of your kingpin for going over a fricking bridge.

In any case if the truck is under 80,000 and you can't get your tandems in a legal position it was loaded incorrectly from the get go. I run heavy from reliable shippers almost always with in a couple hundred pounds of legal and can set the tandems at the 40' mark or less ever time. If it doesn't pallets are getting rearranged.
Now loading in LA going back to the Midwest I make sure gross is good and set it at 40' and move the tandems for legal weight once I hit Jean. -
