Sounds like possibly bad ignition switch or simple short to power somewhere I wouldn’t think that should affect starting. If you had no power it would be concerning. 8.80 is low for solenoid try running wire with fuse directly to terminal see what happens. Also if you can’t take fuel pressure reading just take the fitting out and make sure fuel coming through there.

I've got fuel being pumped through the return line. When the motor starts on starting fluid, the flow increases a good bit, so I feel sure that the pump is pumping.
I'll try the jump wire on the solenoid. Also, I will go ahead and replace the ign switch. It's not expensive, and the old one takes a lot of wiggling to get it to turn on. Having phantom power is a problem that's going to need to be fixed anyway, even if it doesn't fix the start issue.

The guy I mentioned on You Tube is Terry Chrom. Videos are still there and a lot of good information. Your truck should be easy to work on. Look for two fuse holders above the starter. I thank the ECM power is fed off battery cable on the starter solenoid ECM's are not normally the problem.
The voltage you have is not enough even if the starter spins the motor. The battery cut outs you removed may have been a band aid for the voltage draw problem.Grant Industrial Trans and spsauerland Thank this. -
I ran a wire with a fuse and switch to the solenoid. Showed 12.40V at the solenoid. It was clicking, but not very hard. Same issue. Turn over, start on Start juice, but dies right back out. I don't know how hard the solenoid should hit, but it is cheap enough to replace, so I went ahead and ordered one. I also have another IGN switch on the way.
Still have the problem of only getting 8v through the factory wire at the solenoid. I doubt the ign switch will affect that.

Check power to ECM as well should have constant and keyed power both around 12v.

Update: I went ahead and took it to a shop. Two hours later, they told me it was the ECM. I had them pull it off, and I sent it to a company called SIA. They advertise that they will rebuild an ECM for 400. If it's rebuildable. Mine wasn't, so they sold me a rebuilt one for $1300. Lifetime warranty. Still better (I hope) than $3500 for a new one. Runs like a sewing machine now.
