I was faced with a near identical situation in CA some years ago. After what seemed to be a perfect inspection I didn't get a CVSA decal, so I asked why.
He said it was because my axle covers didn't allow for a proper inspection of the area of the rim near the lug nuts and I could have hidden cracks.
I had what were known as top hats on my Pete; the type that slipped over the studs, then secured by the actual lug nut.
I asked if the covers were illegal and he said no, they aren't. Well, if they are legal, where is my sticker? Then he said they were legal but they hindered a proper inspection.
It was a circular argument that I had no choice but to walk away from. -

I don't. A friend got a log violation when they found a receipt for a stop not logged. One of the reasons I keep no receipts other than fuel.

He didn't say he made a separate stop solely to purchase antifreeze, but rather it was included with other items purchased, intimating that an assumed truck related purchase would be considered an on-duty activity. It could be argued that he had another use for the antifreeze, such as in his POV.

i've seen a couple of white 3's already. didn't see them before the blitz.
last year i seen all kindsa 2's. don't remember what color. and seen lotsa white papers in the window instead of the stickers.
this year. only 2 white 3's. and one yellow 3. it's like nothing happened around here. and i certainly didn't see anything other then business as usual. -

I bet if you got stopped again and had logged 15 minutes and they saw the 50 minute inspection time they'd charge you with a falsified log . If a Quality Carriers driver logged 15 minutes on paper logs the safety department would go by the inspection sheet and charge the driver with a violation .
If you had e-logs they couldn't argue . Drive time can't be edited on e-logs .
