The rate is only part of the question...cost of entry is 'un-obtanium' unless you start with a 'known' reputation as a means of getting an opportunity to participate.
The cost per mile might just make the rate appear insufficient without the means to have some economy of scale to eek out an existence. -
I don't know what current rates are but five years ago they were surprisingly low. We had a chance to get into propane hauling but by the time we figured trailer costs, insurance, the fact that propane is seasonal around here, and the problem of finding decent drivers, we passed on the opportunity.
That's not to say that driving a propane truck isn't a good job. It's usually fairly local, it's clean work, and most companies pay the driver a decent wage.
We just couldn't see any way to realize a decent profit. -
Company I use to work was making profit out of wholesale/retail price difference. Summer time is sucks.

Bulk 101...it pays by what it sells by, if it's sold by the ton pays by the ton, sold by gallon pays by gallon.
That said years ago sliding scale based on mileage but short hauls were about .01-.02 per gallon and so on when it figured out to an 8600 gallon load I was making about 3.75 a loaded mile to the truck. Wasn't worth even turning thet key on for imo.RockinChair Thanks this.
