A counterweight like this is probably around 24000. He had 4 straps on it. In my line of work, we don't pull coils...this is the closest thing that we come to coils. Indirect securement, metal on metal deck ( low friction....
These things will shift and move and destroy anything it hits.

IMO, put that sucker on wood, even if it's just 1X4 furring strips, just to get in off that metal deck. One chain, either through or directly behind the front eyes pulling forward and one chain, either through or directly in front of the rear eyes pulling back, then a minimum of two straps over it.

Oh yes, some kind of wood should be under that for sure. I would have chained the eyelets myself. Technically the 4 straps were legal, but not very safe. It amazes me sometimes what the DOT says is good and bad
