    I don't haul vehicles anymore, but when I did I ALWAYS used a bungee cord to secure the chain under the vehicles on the top of the load. That way if a chain came loose, the tarp strap held the chain from dropping and denting a hood or breaking a windshield.

    That's federal and what Missouri goes by. Personally, I secure all 4 of the very front and very top rear units. Everything else only gets two. And, by axle I mean the proper chain up locations on the front and rear. I do have axle straps for those occasions when there are no chain up locations and I'm not climbing onto the top deck to wheel strap.
