I found it, it was the 100 amp fuse. It had very little continuity. enough to work sometimes and when it went out the wipers would run. There are two fuses on the firewall, one is for the battery supply and the other is for the ignition supply, it was the ignition supply fuse. I replaced it and all the circuits that were not getting power at the breaker box, which evidently were almost the same curcuits hooked to the load shedding relay, worked with full power. Amazing, things that will make your wipers run on. (low voltage) Thanks for your help Heavyd.
