If the citation is written in your name you are responsible, if written in the company name they are responsible.

I know that log violations go on both the drivers and motorcarriers records, but for the ones that carry fines, who is the fines assessed against? The Driver or the Motorcarrier?

As a general rule any fines arising out of the OPERATION are on the driver to pay. This means overweight fines too.
