For the state to give you a waiver on the skills test you must have your military license and it must state what you're qualified to operate. The rule comes from the FMCSA so some states might not honor it. But according to them they say you can skill the skills test and be issued a CDL for the same type of trucks you drove in the military. They also give you two years experience. That's what I did many years ago. However, when I got my class1 they did not have many schools around like they do today. Here's the reference that the FMCSA lists 383.77.
