    There is no legal requirement at that point. This is a problem because it doesn't cover people who got it from you as a patient, it only covers medical personal.

    No no no. HIPAA does not cover us. HIPAA was purposely written to have exempt industries for regulatory purposes. There is no exception to this. There is a requirement that the company - no restrictions - has a responsibility to ensure they keep on file your medical info, So because of this issue, there is no definition of who can or can't see it.
