I have read a couple of biographys on Soichiro Honda and never heard he purposely hired people without degrees. However, he did think college was a big waste of time. He only attended a couple of engineering and metallurgy classes to get his piston ring business of the ground before he got a contract with Toyota to make their rings. He latter sold the business to Toyota and got drunk for a year.
He supposedly wasn't shy about voicing his distain for college either, but I never heard him recruit people based on the lack of college. He was also known to be quite open minded technology wise and stepping aside when he thought greater ideas prevailed even though it was his name on the business.
