It's on duty time. On duty by definition is any work you perform in the operation of the CMV. Whether compensated or not. So if you did not log fueling you were falsifying your logs.
It doesn't say in the OP that they are MANDATING you to fuel for 15 minutes. But that they are MANDATING you log 15 minutes for fueling. So no they are not telling you have to fuel for 15 minutes.
For reefer this may be one in the same. Because you have to pull up and the whole mess. Plus if you log going into get a receipt. Vs Off duty for a restroom run...etc. But the point is that they are not telling you to take that much time. But to log that much time.
Which is dumb. They don't mandate how long pre-trip should take. Just that it has to be logged. They should say the same. You must log fuel as on duty....but not a least x minutes.

Guy in front of you takes 15 minutes to fuel, while you wait 15 minutes. Then you pull forward and fuel for 15 minutes. That's your 30-minute break. Now the mega drivers won't have to stop a second time for a break, and they'll basically be forced to pull their 30 at the island.
I bet you that's the plan, and this is the result of mega lobbying money. Just to squeeze that last little bit out of their drivers.
Think about it. If there's ten million drivers on the road, and they stop for almost 30 minutes to fuel, and also stop again for a 30 minute break, that's five million wasted man hours per day. At ten bucks an hour, that's $50,000,000 per day in labor. I F'n guarantee you it's being caused by the bean counters. -

I've gone up to 1600 miles on a tank with a light load. Guess that means i need to run over 800 miles a day to get my 15 minutes of fuel. Thanks for the confirmation FMCSA

I usually log 6-8 minutes for fueling, why? Because that’s how long it takes me. I rarely do my 30 minute break at the fuel pump. I grab my fuel and get the hell out of there. This is designed to force the driver to take 15 minutes and so “might as well take the other 15 since I’m here“ break is over and done. A bunch of BS if you ask me. At my company I’ve only heard of one driver ever having a DOT officer scrutinize his on duty stuff. Most of them don’t even truly understand it. Yes, I know it happens, and I know people get citations and everything else for not logging on duty correctly, it just doesn’t happen that often in the real world.
