Maxforce 13 Low Power, will not pull at higher speeds.

I have air bubbles coming out of the Davco fuel filter housing. I have been troubleshooting it for a long time. I don't know if it is my low power problem or not. I will find out soon but I am stumped and need anyone's experience.
The housing has been pressure tested to 30psi submerged in water; no leaks.
I have tried several different housings and filters.
I have ran a clear hose directly to the fuel tank, no air bubbles in that line but bubbles are coming out of the Davco filter housing, I have a clear line from there to the fuel primer. That is where there is a lot of air but I can see a FEW! bubbles coming up the filter on the outside of the filter but nothing like I see in the clear line coming out to the primer.
I removed the filter and filled the bowl almost to the top with fuel and ran it on idle and high idle, 1K rpm with... NO AIR BUBBLES.
I am stumped.
