I did replace the filters and I still get high fuel delivery pressure. someone had to of dealt with this before. I look online for scematic or diagram but there is bacicly no helpful imfo on this engine online. I just don't know where to go from here someone who knows these engines well would be very helpful.

Yes, I understand, but this is also the problem with this engine. Unless you have the proper tools, there isn't much you can do. First thing is to verify the actual fuel pressure of the low pressure system. The very front fuel line at the high pressure pump is the outlet from the low pressure pump that feeds the hp pump. You need to install a test line there with a compucheck fitting and take a pressure reading. You need special disconnect tools to release the fuel line,

Then this is the set up you need to install a pressure gauge. Do you have anything like this?

Does this mean there's a problem with the filter housing

60-120 psi. Where are you measuring it from?

I measured it at the front porch of the high pressure pump just like you said with a gauge setup in line

Ok, the low pressure fuel pump is piggybacked on the high pressure pump. It is at the rear of the pump. The low pressure fuel regulator is at the rear of the pump. It is the hex-socket looking thing with a ball bearing pressed in the center. It faces straight UP. You can remove it and inspect it, but it isn't serviceable. It is a spring loaded plunger on the bottom side. Make sure the spring isn't broken or the plunger is off its seat. There is another hex socket on the side of the pump. This is also some sort of pressure relief. You can also remove it and check if the spring is broken.
