Ch 9 was designated and monitored by REACT... a private organization separated into regional sections covering the entire US where volunteers would agree to work shifts and monitor Ch 9 for emergencies in the late 60's though the early 80's. Wasn't really a LEO or government mandated thing... but many police departments did monitor Ch 9 back in the day. By the 90's... REACT's involvement with CB was pretty much dead except for some "hard core" groups that kept it alive in certain areas. REACT is still alive and well, but it's all ham and GMRS based now. They're kind of considered the "American Red Cross" of disaster communications.
That they can regulate..but radio waves are untraceable and invisible..LOL..technically they could nail us if they could prove beyond a shadow of a doubt it was us on the radio..but which truck do they pull over to give that particular ticket to when we all have cb's....we defeat that one by sheer numbers.. petey
Ok, yes I know that sometimes the bears will have CBs. Unless things have drastically changed here in Kansas, they stopped putting them in their cars way back before I left. I used to have one back in the early '80s, but just too much noise. I had to monitor 3 other official radios, and the CB was not worth it.
That's right they can pull over anyone without a reason, but they still have to witness a law being broken. They can't write a ticket for a violation that was mentioned on the CB radio.

Eaton18 it depends on the State and the HP officer whether there is a CB in the PC. All the States have some sort of law about interfering with an investigation. Some call it obstruction of justice and who knows what other call it.
They should enforce these idiots who watch movies and use there laptop while crusing on the Ohio Turnpike day and night. Its no shocker that 99% of them drive Volvos out of the Chicago or New Jersey area.
Yep, fully aware of that, if you read my post I used to be a LEO. I spent 24 yrs as one, and knew a lot of the KS bears. Like I stated, it's rare that one of the KS bears will have a CB in their cars.
Actually surprised he had his CB on....Seems like most drivers don't even use them anymore and I have even noticed many don't even run a CB anymore.
No law, but I was about to go across Black Mtn one late night. A saw a bear jump on behind me. I started giving bear reports. Then I heard "driver, if you give one more bear report, I'm pulling you over". It was that bear behind me. He was pretty cool. We carried on a conversation for a good 15 minutes and he told me to have a good trip. They find other reasons to pull you over. In a big truck, they'll pull you over for an inspection and the seat belt ticket follows. I have to call BS on that too. All the regulations say is the motor carrier or it's agent must sign off on the repair. It doesn't specify a mechanic. You can be considered either one. 396.11 (2)(c)
