The only "catch all" that I am aware of is 396.3(a)(1)
Not sure how a plastic cover on the back of a mirror fits that description.
You can always call the issuing agency and ask for an explanation, or at least the regulation you were supposed to have violated.

The sense is that they need money so they need a loophole in order to get it. How much extra funds do you think that reg brings in? Me thinks alot.

If they want to make some serious money, they should head down to Laredo to enforce that reg. Trucks in Laredo are held together by future glue and duct tape.

I can't remember the regulation number that he gave me. 396.3 sounds familiar but I'm not really sure. I turned in the paper to the terminal so that they could sign off that they made repairs and send it in.
Everyone that I have mentioned this too has never heard of anything like this before either.
