IMHO--Probably no more than driver didn't think to ask officer for new seal etc--nothin' missin no biggie Have had it happen to me few times&only once was there a problem--Younger BP kid w/attitude@checkpoint--but since this was a double border cross--Produce from MX to Canada--& I was only taking it to Port Huron--I had to Demand to see a superior--who happily stamped/signed all my paperwork&resealed--while he not so politely explained to his junior gman Why he was SUPPOSED to have done that in the first place--lol

If it's a container then it's a big deal. But dry van or reefer it's up to the customer to accept or reject the load.

The DOT(!) officer struck-out the old seal number on the BOL, wrote in the new (metal strap), signed, etc., gave me the broken seal to give to the receiver.
Seems an odd story at best. An LEO knowing up from down looking in the trailer seem most likely to have performed an "inspection" for which there would be paperwork.
I know if one broke my seal w/o documentation I'd have his name, badge number, vehicle license number, physical description... whatever I could get to CMA.
Seals matter to some receivers, some, not so much.
I always kept my trailer padlocked. Too many outhouse rumors of homeless people taking shelter/pillaging by whomever.Big Don Thanks this. -
