You guys know that the FMCSA regs are not always what the state goes by, a state can say all lights attached to the trailer have to work. Remember the fed's regs are the base regs, the states can make them stronger by adding to it.

You are required to have 1 tail light on each side. You are required to have a turn signal on each side, and a brake light on each side. You are required to have the 3 center lights, and a license plate light.
No other lights have to be present on the rear of the trailer, and no other lights have to work. -
