Dont quote me on this, but I think after the 3 take you have to wait a month (it could be 2 weeks). Whatever the case, I was told that you have the option of skipping the 3rd time and going back with your instructor for a few weeks...
That being said, It very probable that your brother's intructor pressured him to take it the third time: A-because he had faith in him AND/OR B-He wanted his instructor bonus payment.
Unfortuantly the backing on the road thing is fairly common amongst the instructors... I have yet to hear a decent expelination from an instructor on why... they are being lazy...especially since the instructor is required to be on the ground eyballing all backing movements... another explination is that those particular instructors teach the "tricks and landmark" method by bringing to them to the pad a day or two early before the test.
My instructor went out of his way to have me backing at nearly every place we went... Shippers/Recievers and Truck stops... going so far to set up cones in empty parking lots and interstate truck parking areas to practice... Nothing better than being told to park between two really nice Pete's and warned by my instructor that if I hit either truck, he gauratees those are O/O and will kick my butt if I do.... meanwhile he is on the ground eyballing and making sure to stop me and guide me if I get out of whack.
The testers at Prime are training dept employees who are Certified by the state as third party testers. They are subject certifaction tests and random spot checks. I dont believe there is any favoritism. I know the safety dept values our in house CDL students... they say our in house CDL graduates have a much lower accident rate than people who work for Prime and were trained elsewhere.
Last thing, they give you your test result sheets... Ive got all mine... its a MO DMV or DOT form. I presented mine to WA state to transfer my liscense and it really smoothed things over when they wanted me to re-test becuase I took more than 90 days to apply for transfer.
Its written out in a "ticket" like book with multiple carbon copies and colors for the various filing procedures... Prime will have a copy.

i worked for them for 2 months and ruptured a disk in my back been out for 7 months now,they push leases i sat mor than i drove and they wouldnt let me switch driver managers.im no fan of crime inc. ooopppsss i mean prime inc...
