Anybody can hold a camcorder and record what other people are doing in their vehicle. THROUGH THE WINDOW OF THEIR VEHICLE. Of course, if the vehicle has dark tinted windows, all the camera will pick up is a vehicle with dark tinted windows.
But, you may be shocked to see what some people will do when other people can clearly see them. Like driving around in the nude.

Cameras in trucks? Guess you best make yourself pretty... and for some, that's a tall order! Make sure you brushed your teeth (or tooth) this mornin', too! Obama wants to watch the videos in his spare time while he runs the rest of our lives.
    Hail the socialist revolution!

99.99999 percent wouln't do that, I don't see how they could film much, the car goes by quite fast, and you wouln't get much.
I have seen some things but it is for just a short moment. One reason is I won't stare. Kinda perv if you ask me.

As Gashauler mentioned there are cameras in trucks, one out and one in.
The one in monitors the driver, looking for seatbelt compliance, smoking(Hazmat Carrier) etc.
As Insurance Company's continue to gain leverage on the Trucking business, cameras will become standard issue
    in large fleet operations.

The one facing out is a great idea and can be used to cover/provide proof supporting a driver during accident conditions

I can't count the times that I WISHED I had a camera installed to capture outright crimes, skanky men beating off while driving along side me (I'm a woman driver), accidents that have occurred in front of me, criminal 4-wheel drivers, criminal truck drivers, a young couple that parked right next to my drivers' door and proceeded to have sex while blocking me in, the mountain sheep that decided to cross the road in WY, the sage hen that decided to attack my tractor.......

We have those installed in our trucks as well. Orginally it was to help the company in cases of a accident. It would help them to determine if it was the drivers fault or the other persons fault. Now fast forward to today, they will use it against you if they 1)see you talking on a cell phone (fireable offense) 2) if you have your seat belt on 3) if your doing something stupid, other than paying attention to the road.

Now if your called in for any reason (they find something your not suppose to do) first time is a verbal warning. Second time a written warning. Third time 3 days off. Fourth and final time bye, bye. Now when you do get a warning it is 1yr before the incident goes away..

I wouldn't be surprised if more companies put cameras in the trucks pointed at the driver. Wasn't it Roadway or Yellow a few years ago that got in trouble for having a camera behind the mirror in a terminal rest room?

To stir the pot a little:

I know a guy, drives a blue century with a UFO dome on top to collect his satellite TV signal. He used to be an IT admin, so he's got all the tech skills. He's got cameras (plural) pointing forward, backward, into his blind spots and down the center line of the truck. They're all routed first to an LCD on his dash, so he can glance at all the views in one quick snap, and then they're routed to a big Terabyte hard drive and recorded. The inside of his cab looks like an electricians' convention, but by God he's got his ### covered.
