    I’m pretty sure the NYPD officer had no legal authority to have you run over a vehicle. These are two seperate issues. The incorrectly parked car will be cited, but the CDL driver will be at fault for hitting a stationary vehicle, and possibly also cited for fleeing the scene of an accident.

    What I am trying to say is that the NYPD officer very likely did something illegal even with the laws of 30 years ago.
