Did you read the guidance provided and included with your said and quoted statue. I think not, because if you did you will find some precedence to support the logical claim that adding a restriction to prior tester and driver that has demonstrated proficiency in said restricted skill, is unnecessary and unwarranted:

Adding a passenger endorsement to a prior CDL holder without manual transmission restriction should not incur the said restriction because a manual transmission does not differ significantly between the types of commercial vehicles.
States write the licenses, and the statute you quote is only guidance to the states and all have not adopted that guidance. Many states have no "E" restriction.
Furthermore their is not inclusion of the phrase "if the last skills/road test is done." Your erroneous addition of that phase changes the whole context of the statue, and is contrary to the guidance provided by the same author.

Yeah you said it in a different way. the CDL class B or A is what is called a foundation license, and everything is build on that. YOU can't have an airbrake endorsement without the A or B. I took the test for the passenger, took the road test for the Bus. The bus had juice brakes and the examiner didn't say a word, he passed me. The clueless girl at the SoS office didn't say a word and I still retained everything as before but added those two endorsements.

Take test in a dump truck then add the P endorsement?

P endorsement test must be done in a passenger vehicle. Even if you took the test in a dump truck, you'd have to take it again in a bus to get the endorsement.
