No it is not a direct bolt on. You can get it to fit but you will need to either modify oil lines or make new ones. From experience it is much easier to make yourself new lines. Also performance wise not sure if you'll be happy. Some people are some aren't.

You dont have to modify lines at all...just have to drill a new set of holes for the wastegate bracket

Yes bolt on with mods. But make no mistake you Do have to modify the lines for the B model cat. E model Cat man you are not correct, that is a 2 point deduction off your total score.

This is my first mechanical motor. What is the best rpm range to run with a 15over. Will it hurt to take it up to 2000 before I upshift? I was told not to lug it lower than 1400-1500 in a pull.

No it will not hurt to take it to 2000 RPM, and you will most likely have to on some occasions given the wide split between gears on a 15spd. With the stock turbo 1600 RPM has always been a good cruising RPM on mine.
My B model engines with the stock turbo would tend to cavitate pulling hard below 1300 RPM with the stock turbo, but since I have put the 177148 on I get more boost, and much quicker and at lower rpms. I can pull hard down to 1300 now and not exceed 950* on the pyrometer (post turbo). I still can't make myself pull it hard below that, although I believe it would be ok. The 177148 fits an E model I believe and supports up to 550 HP. If you have it turned up higher than that the 177148 might not breathe well enough. -
I've got a garret tmf 55 same specs as a bw 171702. Was told in previous thread it was a direct swap for a b model.
Year and half old 150000 miles with it no problems. Just got a good deal on little bigger one when I upped my injectors.

Ok. My engine isn't turned up from what I can tell its pretty much factory set. It doesn't roll smoke like alot of b models. It pulls ok but not overpowered. I'd like a bit more boost and sooner. It sat for a while so it may be just a matter of running it for a while to wake it up. It had an inframe not long before it was parked.
