Did you miss the part where he hasn't gotten fuel yet?

At this point being that he has not gotten fuel yet, you need to have the trailer reworked. To whatever is your Max weight that you can haul. Meaning your driver should already know what is the maximum he can haul. For instance, I know I can scale 43,500 with full tanks

Tell him to get moving. He'll burn off the weight before he reaches Texarkana.

And tell him not to show up to get loaded with full tanks no more.

He’s good to go, a little over on trailer is nothing. No scale in the Country will bother for 100 lbs. Plus he’s under gross. Tanks are full, so he’s basically got 60 gallons of fuel too much. 400 miles worth. Just don’t topped them off again. Leave them 60 gallons low.

    Moved what to 8,9?

5th wheel should have been moved forward. That would have gotten all the axle weights close enough no one would even blink at him. Did he send another scale ticket?

And your point is? Regardless of his fuel level (which ended up being full,) the point of this exercise is to get the truck as legal as possible and then track fuel burn/purchased.

Many modern trucks have trip monitors that keep pretty good track of fuel burn. That's a sight easier than carrying a calibrated stick to figure how fuel you've used.

But once you're balanced, you never cross a scale with more fuel then you started with, and you know your weight will be fine.

Unless, of course, you just couldn't leave Precious behind last night. Then you'd better burn another 50! You did leave her, didn't you?
