I have a brand new 2013 Cummins ISX 15 (450hp 1550/1750 torque) in a T680. It is perfectly smooth, but over 20psi turbo boost, the whole thing is vibrating. Is this normal? A Cummins issue? A truck issue? I have experience (13 years) only with one truck with a Detroit engine. Please advise.

If your truck is brand new, take it back to the dealer to check out the vibration. Every truck has some shake/vibration to some degree and everyone has a different feel to what is acceptable or not. What shakes to you, might be smooth to someone else. If you feel something is not right, take it back. That is what they are there for.

I will do that. The vibration is not that horrible, just strange, and I worry, it is an early sign for a later trouble.
Yes, it happen in every gear, and this is boost issue. It feels like the airplane on the runway before start to speed up for the take off. Only over 20psi. -
sounds like a typical isx, since you are use to detroits there are some quirks that you will have to get use too on an isx, but like was said, if its something you are uncomfortable with then take it to a shop and get them to check it out, preferably where you bought the truck since they know you.
