If you are planning to be independent you wont need recent experience since you would be the person hiring you. And when I put it that way I mean literlally hiring yourself. You have to fill out an application and create a driver file.
That being said the only ones judging you at that point will be the insurance companies, and they pass their judgement in dollars and cents. So expect your experience level to cost you more initially. So if you can aford the fixed costs of not having recent experience there isnt anything rule saying yoy can not be an O/O
