    From my understanding the city could not be if it wasn't for the levee system there.. I also was under the impression the reason the levees failed was that the city was corrupt and spent the money given to upgrade and repair the levees.

    Right.. that mistake being living in a city that is 13 feet below the level of the freakin sea that's right next door!
