New to logistics

Hello all,

I'm new to the trucking industry as a whole, and recently became responsible for hiring owner operators for both local and OTR work. The problem is I don't even know where to start. What's a fair rate per mile for local work? How about OTR work? Should fuel reimbursement be a part of that number? What sort of credentials (aside from a CDL-A and a DOT medical card) should I be asking for?
