Regret to inform you, I was running the steel 53' stepdecks they had for chassis hauling years ago, and they went way back before me. I worked for them back in 2008. From the company site history:
1983 Swift expands to 10 terminals Swift offers Intermodal, Refrigerated, Dry Van, and Flatbed solutions...
So if that's when you saw a Swift truck hauling a flatbed, you'd be right, but if it was only recently, then no...it's not a new phenomenon. :)

Self tap screws to put a mudflap on the headache rack under the binders and chains. Going down the road it will be much quieter and keep the chains and binders from rubbing the aluminum. You’d be amazed how fast it will chew it up if you don’t. Also use one bungee through the hooks on binders to keep from unscrewing. Also make sure to lube the binders. Lastly if it was me I’d drill drainage holes on the bottom of the rack. There’s tiny holes already on each corner but they always plug up with dirt or leaves or something.

Oh and I highly suggest a ladder. It fits in the rack between the binders and chains.
