EPA Administrator Lee Zeldon issued a statement a few months ago, that stated the EPA will no longer hold service repair facilities liable if they are asked to ‘alter’ or delete pollution devices.

This is at the federal level. They have decided that this is not very cost effective to get involved in investigations and the court cases. They will let the states take over that responsibility for enforcement of the laws, and they will do just that. Under current federal laws, states can be fined for air quality violations. This is why more states are ramping up emissions standards, not just for vehicles, across all types of “emitters” think power plants, chemical plants anything that could potentially produce gasses or particulate matter that could combine to create “smog”

Enjoy it while it lasts, because this will probably change the next time a Democratic President takes office. And you can bet that CARB will still be cracking down.

Passed into regulation in 2002, 2004 was the full introduction of EGR on HD diesel engines.
2007 for DPF addition to EGR use.
2010 for SCR addition to the above.
In 2017, emission standards tightened up over the 2010 standards.
The next step is 2027 standards. They will be even lower (tighter) than 2017.
