What's the difference between a local sign that says "No Thru Trucks" and one of the signs which shows a truck with a red line through it (restricted for trucks)? I never go down the restricted road, but does the "No Thru Trucks" road mean it's OK so long as you have a local delivery down that stretch of road? Thanks!

No thru trucks means that local deliveries are allow and it could also mean that a truck owner lives there.
The sign with the red line indicates that you cannot drive your truck there. It is also an indication that there is a truck route that will get you where you want to go but it isn't down that street. That is the time to get on your cell phone and call first the place you need to get to and ask directions, second your dispatcher, or third the police. It is always okay to call the police and ask for truck routing information.
I turned onto a no truck route one time. The wrecker bill was 200. He told me that he gets 3 calls a week there. Took him all of 3 minutes to earn that. The police were very kind and did not give me a ticket. I, however, had to invite the cops to come deer hunting on my land this year. What's the difference? Depends on whether you find a cop who cares about giving you a ticket with a big fine attached to it.

MN has axle restrictions on many of their roads.Sometimes I disreguarded the sign because the customers were located on that road
