    I didn't read past the first page, so sorry if this was already mentioned.

    If the car had damage on the left front it could not be considered a rear ender. It would be obvious, if the truck was fully in its own lane as the witness had reported, that the car moved into the truck.

    Non-preventable.

    Correct, towing IS reportable; the citation trips the post accident testing 49CFR 382.303 over towing/injury BUT is automatic with a fatality
