I see from your information you seem to be from Virginia. Virginia DOES allow for garnishment. The Government controls the process but a business can garnish in Va. I also live in Va and I know for a fact that a business here can get a judgement against you and have your wages garnished.

47. Virginia Wage Garnishment

Virginia uses the federal wage exemption.

The maximum part of disposable earnings of an individual for any workweek which is subjected to garnishment may not exceed the lesser of;

1. 25% of disposable earnings for that week, or

2. The amount by which his disposable earnings for that week exceed thirty (30) times the federal minimum wage.

You are correct, VA is a right to work for less state, the state doesn't offer a whole lot of protection but it does require a court judgment against you which in many cases isn't worth the lost money for the company.
