BC has a 1 800 # that I call when I need one. They will fax to any number you request or email a copy. No charge. I just email it to employers and have never had any have a concern with it. Maybe Ontario will do the same for you?

PEI is the same way as Ontario then. When I worked for a company in NB, I had to get my abstract and bring it to them. Funny thing is that NB and NS, the employer can request to get an abstract with no issues.

All he needs is to go to the MTO website and pay to have one electronically sent to him. It's not certified by the MTO, but employers will accept it. Only way to get a certified copy is to go in person and have them print one out for you. A little difficult when your not in Ontario.
He does not need to change his licence as long as his primary residence is still in Ontario. Once your primary residence is no longer based in Ontario, I believe you have 60 days (in Alberta, others may be different) to change your licence with the provincial authority in which you now reside. -
Thanks for the help. I ended up by the registry in camrose so i went in to ask. tiny tim and boomtrucking are right they just gave me that 1 800 number. When i called it said all serviceontario kiosks were closed due to an security issue so use the website
