Nope so cal is hazmat friendly. There's only one restriction that I know of, the tunnel that runs under LAX, and that only applies to liquid flammables and nothing else.

There's a lot of places to get fuel along the 8, nothing really along the 5 between oceanside and SD. But anything in CA is going to be at least 50 cents more than AZ so just top off there.

 

There's a truck stop in el centro and also the golden acorn casino has a truck stop and fuel lanes. That's just off the top of my head I'm sure there are more.

 

You are going to want to fill up in Yuma, fuel in CA is going to be a dollar more a gallon.
Worst case scenario, you can stop at the acorn to get fuel and play at the casino. It will be cool there because that’s the highest elevation before you drop down the mountain into San Diego.

 

I'd hang out at the casino until right before making the delivery.
