Wearing body cams is a policy, too. But guess what. They all follow it. Employers give you policies to follow. If you want to keep your job you follow them. Doesn't have to be a law.

Could a jerk still do it? Sure. If people say something about it to his/her boss. It could lead to disciplinary action. Including but not limited to being fired. Just like any other job.

The difference is CVSA is a governing authority. They are not the employer. The employer could well not adopt that policy, or have a complete contrary one.

Aren't policies generally created to be followed?

Agreed. But "generally" speaking. The lower bodies will "typically" follow the higher bodies policies. Granted there are exceptions

NO! CVSA is NOT a governmental governing agency! It is an alliance of governing agencies this also includes Canada. The ONLY authority CVSA has is what the Partners grant them! In fact, this is what CVSA means. Commercial Vehicle Safety Alliance.

The Commercial Vehicle Safety Alliance (CVSA) is a nonprofit association comprised of local, state, provincial, territorial and federal commercial motor vehicle safety officials and industry representatives. The Alliance aims to achieve uniformity, compatibility and reciprocity of commercial motor vehicle inspections and enforcement by certified inspectors dedicated to driver and vehicle safety.

In fact, I used to be a Class III member! Once I saw I was never going to drive again I gave it up!

To be totally honest almost all of the rules found in title 49 CFR are NOT laws, they are rules put in place using the statutory rule-making process granted to that agency by LAW! Getting involved in the difference between a rule and a law is to waste your time chasing after rabbit holes. You can bet once the CVSA implemented this guideline my guess is the majority of the CVSA partners also do so. I do not know this for a fact, but I would not be a bit surprised to learn some state's DOT cops are not necessarily following it.

Didn't say it was a government body, just a governing body.
Point is their guidance means nothing other than asking please do it like we ask.

They're not even a governing body! They are an alliance OF governing bodies trying to keep everybody from state to state on the same page. However, the point is a bit stupid and I don't plan to take it any further.

As to that last part! I have a serious doubt that Sgt John Samis of the Delaware State Police will agree! He is the International President of the CVSA and somebody I have had contact with in regard to some questions I have had. He can be reached at his DSP government email at john.samis@state.de.us I HIGHLY recommend anybody with a legit question write him. His statement dated Feb 4th, 2020 says all that can be said about what CVSA is!

EDIT! To the mods. That email is already released on the CVSA website. No privacy is being violated!
