I watch my gauges close. I have 19 guages. My old girl relies on me to take care of her.

2001 Western Star 4964EX, 6NZ CAT @550, 13sp, 3:70 on LP 24.5. I really want to change the rear's so I can run the truck in its torque range instead of horsepower. At 70 mph I'm running at 1500 rpm.

With a Detroit, that would be about right, but you probably want to turn 1,300 rpm, right?

That's not bad. that's actually high horse or very close to it. Your torque will quit pulling at it's best around roughly 1300, maybe 1250. Power bands in modern engines have a specific curve between torque and HP. There is a sweet spot usually 1500 or so give or take a little bit. I say that's thing running nicely.

Cheapest way to see if you like the lower rpm is throw some tall 24.5 rubber on it if you can. What kind of weight you pulling and what region?

I'm pulling 52000 on a daily basis. A lot of my runs go east, aND some north, south, and midwest. The bulk of it heads east.

Maybe a notch or two closer to mountain gearing inside your rear. So you can use less power upgrade. Does that even make sense? Im not going to go sprouting ratios I know nothing about. You can put in short gearing for mountain work or you can put in tall gearing for flatland work back there.
