I've noticed that as well.
At first I was saying I had less fuel then I did just to try and get closer fuel solutions. But noticed it didn't seem to do anything. Same with sending a macro to request fuel.
I started a trip from Maine to Virginia with 1/3 a tank, told qualcomm I had less then 1/4 tank. The only fuel solution given was a Pilot 650 miles away, around 6 miles from the customer in Virginia. Sent a message to request fuel and the qualcomm *deleted* that Pilot from the list and said there were no fuel solutions available on the route. lol
Looking though the route given and looking at my truck stop guide, there was 5 Pilots, a few Flying Js and even a TA and a Loves on the route.

Fuel solutions is tricky.... it's supposed to get you to the cheapest fuel points. Get 40 gallons here to get you there cuz its cheaper and fill all the way..... I always fill up, no matter how many gallons it told me. I don't have time to make 3 fuel stops. Sometimes it takes forever to get thru those lines.

Why is it also that appointment times seem to get moved earlier when you get into a delay of some type. Like a flat tire.
