You did not provide all that information before I can tell you most states will not let any vehicle be double registered it can be registered to two or more people that are co owners of that vehicle but they will not issue different plates to the same vehicle.
You may have a cherokee nation plate and a local state plate but I can garantee that the local goverment will only honor the state plate.
Double registering vehicles in the way you are talking about is not the same as registering it for business and then re registering as a personal vehicle. As far as I know it can not be legally done in any state.
I have seen acb company and John Smith as the registerd owner on the same registation but it is not double registered it is still looked to be a commercial vehicle because it has a busniess name on the registration. And it must be insured as a commercial vehicle because the insurance company's charge more for commercial vehicles than they do for personal use vehicles.
I would love to see a copy of the title to one of your vehicles they probaly have cherokee nation as a additional owner of the vehicle.
Indian reservations have their own goverment and can make up what ever laws they want but rember once you are off of the reservation you have to obey all of the laws of that state / local goverment you are in.
