"NO it says DOORS and DOOR PARTS, it does not specify what is a door part." I agree but that is only part of the sentence.
The other part is:
doors or door parts used as an entrance or exits shall not be missing or broken.
used as an entrance or exit is key
Maybe Illinois and Ohio relied upon another section. Or it is part of their State Law. And States, the Feds, Judges get things wrong all the time. That is why there are appeals. Not that it would have been worth your time. I have been in Federal Court, State Court and before State agencies and several times prevailed after multiple appeals. The Federal case took 7 years. The one before a state agency took 2 years and filing in Circuit Court. State AG Office got involved immediately and sent it back to the highest level of appeal for the Agency where I prevailed.

 

It could be open for interpretation.

Is it a door part? Sure.

Is it needed. NOPE.
